Kevin E. Thalacker, of Madison, Facing 16 Counts of Possession of Child Pornography
MADISON — On Friday, November 15, 2013, a criminal complaint was filed against Kevin E. Thalacker, of 1 Huegel Court in Madison, charging him with 16 Counts of Possession of Child Pornography, a felony. An initial appearance in this matter is scheduled for today at 1:30 pm at the Public Safety Building in Madison.
According to the Criminal Complaint, on Wednesday, November 13, 2013, special agents with the Department of Justice – Division of Criminal Investigation (DCI), with assistance from officers with the Madison Police Department, executed a search warrant at Thalacker’s residence in the City of Madison. An on-scene forensic preview by a DCI analyst of a laptop computer belonging to Thalacker uncovered numerous video and image files consistent with child pornography, according to the complaint. In an interview with agents, Thalacker stated that he used a peer-to-peer program to search for, download, save and view video and image files of children engaged in sexually explicit conduct. He further stated he knew the files with children he downloaded were illegal and that they were of people younger than 18-years-old, according to the complaint.
The Madison Police Department is a member of Wisconsin's ICAC Task Force. Questions concerning this case should be directed to the Dane County District Attorney's Office. A defendant enjoys the presumption of innocence. The prosecution must prove its allegations at trial beyond a reasonable doubt.
