DOJ To Provide Vehicular Homicide Training For Prosecutors And Law Enforcement Officers

The Wisconsin Department of Justice's Statewide Prosecutor Training and Education (SPET) Program is conducting a training session that will provide law enforcement officers and prosecutors with the knowledge and skills necessary to effectively and aggressively investigate and prosecute vehicular crash cases.

Both state and national case studies will be featured and topics discussed will include:

• Crash investigation and reconstruction methodologies and techniques
• Crash causation issues
• Operator identification
• Event Data Recorders (EDRs)
• Novel defenses
• Victim considerations
• Trial preparation/trial issues
• Special issues in OWI crash cases

Faculty will include both state and national experts. Featured national experts will be Dr. Dean Hawley, a forensic pathologist at the Indiana School of Medicine, who frequently speaks on crash causation and operator identification issues and Professor John Kwasnoski, one of the most sought after accident reconstructionists and police-prosecutor trainers in the country. Professor Kwasnoski has served as an expert in several cases of national significance, including S. Carolina V. Susan Smith (a mother's drowning murder of her two sons) and U.S. v. Makharadze (the "Russian Diplomat" case.

The training is made possible by a federal grant that the Wisconsin Department of Justice received through the Wisconsin Department of Transportation's Bureau of Transportation Safety. There will be 180 law enforcement officers and prosecutors in attendance.
