Transaction Information for the Management of Enforcement
(TIME)
MISSION
The mission of the Transaction Information for Management
of Enforcement (TIME) System is to implement the rapid and
efficient exchange of factual information between law enforcement
agencies.
OVERVIEW
The nucleus of the TIME System is a computer-based data communications
control center managed by the Wisconsin Crime Information Bureau (CIB).
The control center computer interfaces TIME terminals to data files,
provides the capability to send administrative messages
terminal-to-terminal and statewide broadcasts. The control center computer
is interfaced to the FBI's National Crime Information Center (NCIC), the
National Law Enforcement Telecommunications Network System (NLETS), the
Wisconsin Department of Transportation (DOT), the Wisconsin Department of
Natural Resources (DNR), and the Wisconsin Department of Corrections
(DOC).
The TIME System implements over 400 different transactions, with the
capability to maintain and inquire into the content of hundreds of data
files at the national, state, and local levels. The most commonly accessed
files are wanted and missing persons, stolen vehicles, persons on
probation/parole, criminal history records, driver and vehicle
registration records, persons subject to injunctions and restraining
orders, and sex offender registrants. Lesser used data files include
hunter citations, boat and snowmobile registration records, insurance
crime files, stolen property, boats, guns, and securities.
Approximately 17,000 law enforcement agencies participate in the
national network. Data services include driver and vehicle registration
systems in every state. Foreign participants include Canada, Mexico, and
Interpol. At the turn of the century, the Wisconsin TIME system had
participation from nearly 300 Wisconsin criminal justice agencies, had
approximately 7,600 connected terminals, and was processing over 150,000
transactions per day.
