Statewide Programs
Crime Victim Compensation
If a victim of crime is injured or killed in the State of Wisconsin, they or
their survivors may qualify to receive reimbursement for medical or mental
health services needed as a result of the crime, lost wages or benefits
resulting from the crime, or related burial expenses. Victims must qualify for the
program by meeting several criteria. The Crime Victim
Compensation Program is designed to assist victims who have no other source of
payment for these types of crime related expenses. (Chapter 949 of the Wisconsin

Victim Resource Center
The Wisconsin Victim Resource Center consists of several statewide
services to victims of crime. The State of
Wisconsin
Constitution Article I Section 9m provides certain
rights to crime
victims. The Department of Justice and the Wisconsin Victim
Resource Center are committed to the full realization of these rights.
Assistance
to Victim/Witness Programs
The Victim/Witness Assistance Program
provides training, technical assistance and support to victim/witness
staff employed in Chapter 950 Victim/Witness Programs, and supports the
standardization and professionalization of those services
statewide. The program provides reimbursement to counties for approximately
60% of the costs incurred in providing victim and witness
services. Under this program, counties must provide such services
as: court appearance notification, compensation and social services
referrals, escort and other transportation services, case progress
notification services, etc.
Victims of Crime Act (VOCA) Grant
VOCA victim assistance grants are provided to private and public
agencies to support direct services to innocent victims of violent
crime. Services provided under this program include safety
planning, community service referrals, counseling, crisis intervention
and legal advocacy.
Sexual Assault Forensic Exam
Fund (SAFE Fund)
The Safe Fund may be able to pay for the Sexual Assault Forensic Exam for a sexual assault victim who does not wish to report the crime to law enforcement or, for reasons of confidentiality, does not wish to report the crime to his or her insurance provider.
Sexual Assault Victim Services (SAVS) Grant
Grants are provided by DOJ to eligible non profit corporations or
public agencies to provide, or subcontract to provide, services for
sexual assault victims. Services provided through those public
agencies include: advocacy and counseling services, 24-hour crisis
telephone services, community education and prevention, and services for
men, children, elderly or physically disabled, and minority groups or
other groups of victims that have special needs.
Children's Justice Act
Administered by the Office of Crime Victim Services, the federal
Children's Justice Act works to improve the investigation and
prosecution of child abuse and neglect in Wisconsin. Grant funds
are used for training, protocol, and multidisciplinary team development
for law enforcement, prosecutors and victim service providers. The
grant also funds the Wisconsin Child Fatality Review Team, cosponsors
the Wisconsin Children's Confidentiality Project, and the development of
child advocacy centers.
Domestic Abuse Incident Reports
The Domestic Abuse Incident Report provides information about the
occurrence of domestic violence in Wisconsin. The report includes data
on domestic abuse arrests, prosecution, sentencing, homicides and
offender/victim characteristics.
